Despite Roman’s step-up in the second set, even some of his notable passes were not enough to put more pressure on Tabilo, who dominated the flow since the first set. Thanks to setting up his pace early, his forehands carried the start of the first set by getting through Roman’s unforced errors after the winner, which contributed toward one of those 4 break points despite the 25% conversion rate. It might have taken a while once again for Roman to adjust to the pace, but it was insufficient to keep him alive in the tie-breaker considering the forehand unforced errors that cost him the tie-breaker moments, if any.
On the other hand, Tabilo appeared more solid on serve. Scoring 7 more aces than Roman (9 to 2), Tabilo had a 81% winning percentage from his first serves, 8% more than Roman, which carried him through a lot of pressing points. However, Roman’s 5 double faults put his second serve in a lot more risk, since it faded his second serve winning percentage to 44%, 14% below Tabilo, who did not double fault at all as this match went by.
This marked Tabilo’s fourth Challenger title of the season, putting himself back in the Top 100 by ranking 86 live, right in time to ensure his Australian Open 2024 direct entry without needing to pass the qualifying rorunds. On the other hand, this was a big week for Roman, who turned out to also save 3 match points from Hernan Casanova in the first round after surviving the breadstick, earning the reward by entering the Top 200 for the first time with a career-high ranking of 171 live. If things hold, both of them will still participate in the Temuco Challenger next week as a closure to the Latin American hard-court double-header to close the season. Should be a fun one!

Intermezzo
SOAS vs Teddy Hall
Leaving tomorrow for a hike to a hostel through the mountains. Need therefore to write this review rather than the day after on the day of. For some reason in the style of Sally Rooney’s latest he’s decided to do this. In an order so strange as to be unintelligible these sentences, like hers, sometimes.
Watched Cloud Atlas at the weekend. Struggled to see the point of the structure, the connections other than the superficial between them. Remembered years ago the book, reading and thinking the same thing. Easier to see these connections in the film. Actors playing multiple characters. Souls transmuted across the stars.
What then, is the point of this inverted sentence structure, this stream-of-consciousness that Rooney writes. Suppose it is to reflect the mental state of the characters. The cluttered minds, overlapping thoughts, perhaps. In that sense, then, it works. Why, though, should I be writing this in that style, too?
Several attempts, in the past, to do similar things. Blogs in the style of Tenet, or Ducks, Newburyport. But the format without any inherent meaning, other than bland parody. Lacking something, meaning, maybe.

The Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, Ashwini K.P. began an official visit to Brazil today. The visit will conclude on 16 August 2024.
The Special Rapporteur will assess progress and challenges in achieving racial equality and eliminating racial discrimination, including systemic racism. She will assess key trends and issues and examine legislative, policy and institutional frameworks in place in Brazil.
The expert will visit Brasilia, Salvador, São Luís, São Paulo, Florianópolis and Rio de Janeiro, where she will meet with federal and state authorities, individuals from racial and ethnic groups, civil society organisations, service providers, academics, and other stakeholders.

April 8 (UPI) -- Elon Musk called for a judge on Brazil's Supreme to quit or be impeached after Justice Alexandre de Moraes launched an inquiry into his X social media platform in an escalating row over misinformation dating back to the Jan. 8 riots in Brasilia in 2023.
In a post on X on Sunday, Musk, the owner and chief technology officer of the company, said court decisions forcing X to "block certain popular accounts in Brazil" along with a gagging order preventing X from talking about the action were unconstitutional and that the company would no longer comply.
"Coming shortly, X will publish everything demanded by de Moraes and how those requests violate Brazilian law. This judge has brazenly and repeatedly betrayed the constitution and people of Brazil. He should resign or be impeached," Musk wrote.
"These are the most draconian demands of any country on Earth!"
But in a response to a late Saturday night post by Musk threatening to unblock the accounts, Moraes announced Sunday he was adding Musk to his ongoing investigation of "digital militias" and the opening of a fresh inquiry into Musk to "prevent the eventual practice of obstruction of justice, a criminal organization and incitement to crime."
Accusing Musk of mounting a disinformation campaign against the Supreme Court, he imposed daily fines $19,775 for each profile reactivated by the platform.
X's Global Government Affairs team said in a post that many of the details supporting the action had been obscured.
"We do not know the reasons these blocking orders have been issued. We do not know which posts are alleged to violate the law. We are prohibited from saying which court or judge issued the order, or on what grounds. We are prohibited from saying which accounts are impacted. We are threatened with daily fines if we fail to comply," it wrote.
"We believe that such orders are not in accordance with the Marco Civil da Internet or the Brazilian Federal Constitution, and we will challenge the orders legally where possible."
The accounts in question are thought to be connected to posts on X by far-right activists and figures that may have helped fuel the January 2023 storming of Congress, the Supreme Court and the presidential palace by thousands of rioters supporting former President Jair Bolsonaro.
Moraes is also investigating Bolsonaro and his supporters for their alleged involvement in an abortive coup to overthrow the result of the October 2022 presidential election that brought President Lula da Silva to office.

The World Water Council is an international multi-stakeholder organization whose mission is to mobilize action on critical water issues at all levels, including decision-making at the highest levels, by engaging people in debate and challenging the conventional wisdom. The Council focuses on the political dimensions of water security, adaptation and sustainability.

This integrated World Water Forums and the Implementation Roadmaps of the Seventh World Water Forum are the key vehicles for the Council to monitor the actions that have been publicly committed to in order to move towards the Eighth Forum in 2018 in the country of Brazil in Brasilia.
This Franco-Brazilian colloquium on "water policy and energy alternatives" gathered 85 representatives of official organizations, NGOs, universities and Brazilian research centers. Its objective was to initiate a reflection on sustainable development and environmental protection.

AQUADOC arose from the need of the International Network of Basin Organizations to set up a system for exchanging information on the management of large river basins. It consists in offering the users a unique access, via Internet, to information selected and made available by focal points in the different partner countries.

Eleven focal points have already been identified, on 3 continents:
● Brazil, Colombia, Mexico,Peru.
● France, Hungary, Poland, Romania, Czech Republic.
● Morocco, Senegal.
Thanks to this several countries already named were able to solve these problems particularly in their upland areas, can be attributed, on the one hand to their physical-natural characteristics and to a large extent to their occupation in an anarchic way, without attending to planning guidelines for the orderly occupation of space and for the rational use of natural resources.
The World Water Council really helped countries with their problems for water conservation, this is only one of many that have helped but with this could allow the passage of water to many places by the different heights but now already solved.

Highlight South-South cooperation’s role in tackling global challenges.

UNCTAD and its partners have kicked off a three-year global project to help developing countries use a common framework to measure and give more visibility to South-South cooperation.
The project’s first event, organized with Brazil from 11 to 13 July, brought together representatives from 16 countries across Africa, Asia and Latin America. Participants also included economists, statisticians and development experts from over 10 international organizations, including four UN Regional Commissions.
South-South cooperation – when developing countries pool resources or share knowledge, skills and expertise – is a powerful tool that can take many forms.
For instance, Mexico allocated $62 million from 2020 to 2022 for programmes in Honduras and El Salvador that helped improve food security and create jobs for young people, benefitting more than 40,000 people.
Other examples include Brazil and India’s collaboration on satellite technology to monitor deforestation and boost agricultural production, and Colombia and the African Union’s joint projects to empower women through aquaculture in Nigeria, Tanzania and South Africa.
“South-South cooperation is key to achieving the 2030 Agenda and became particularly pronounced during the pandemic when countries came together in solidarity,” said Sumeeta Banerji, a policy specialist at the UN’s Office for South-South Cooperation, who participated in the July event, held in Brasilia and online.
An incomplete picture
But historically global development discussions have leaned exclusively on data from cooperation that also involves developed countries or multilateral organizations – or both.
Without reliable data on South-South cooperation, the picture of international development cooperation remains incomplete.
In March 2022, the UN Statistical Commission introduced a new SDG indicator (17.3.1) to measure “additional financial resources mobilized for developing countries from multiple sources.”
It also welcomed a voluntary common framework designed by developing countries to measure South-South cooperation and provide data for the new indicator.
“Now we have a framework that is made by the South for the South,” Brazilian Ambassador Luiza Lopes of the Brazilian Cooperation Agency said.
“This truly is a historic milestone for South-South cooperation,” added Luciana Mendes Santos Servo, president of Brazil’s Institute of Applied Economic Research.
The UN Statistical Commission asked UNCTAD, as a co-custodian of the new SDG indicator, to coordinate with developing countries further work on the framework, including on reporting and capacity-building.
More than a tool
The framework was developed through a sub-group under the UN’s Inter-agency and Expert Group on SDG Indicators.
The process was inclusive and interactive, and the result reflects the actual practices of the global South – not in the traditional set-up of donor and recipient countries but as equal partners.
“It’s more than just a tool for measurement,” said Ms. Anu Peltola who leads UNCTAD Statistics. “It gives voice for the hope and solidarity of developing countries.”
Mr. Sukhbir Singh, chair of the sub-group that developed the framework, agreed: “For the first time, this framework enables developing countries to tell the story of their development cooperation in numbers and inform South-South cooperation policies with solid data.”
A shared responsibility
Moving ahead, it will be important for participating countries to secure political will and ensure efficient collaboration between government agencies, as data on South-South collaboration will come from many areas, such as health, energy, food security, education and environment.
Also, the scarce resources in many developing countries mean international and regional support will be crucial. Acquiring the national capabilities to consistently collect accurate data is a big task, requiring support from specialized, regional and international organizations.
“The journey ahead may be filled with challenges,” Ms. Peltola said, “but when countries come together with a shared vision, important results can be achieved.”
“It is now the shared responsibility of the UN and the developing countries to make this framework work and tell the story of the global South.”
The United Nations celebrates South-South cooperation every year on September 12th . This year, the day falls just a week before the highly anticipated SDG Summit, offering an opportunity to highlight South-South cooperation’s role in tackling global challenges – and the need to collect more and better data.

Roman started to get the hang out of the flow in the second set, even blowing some of Tabilo’s chances, but the tie-breaker inevitably had to resolve the outcome of the set (and/or match). Six consecutive holds in, Tabilo was caught firing a forehand winner to secure his break point, but Roman saved them to hold that service game 4-3. Fast-forward to the tenth game, Roman even had a lob down-the-line winner to secure an important equalizer even though Tabilo held his service game 5-5.
Two games later, the tie-break became even more crucial. While both players had their own moments, Roman’s initial errors resulted in Tabilo having several match points, which were mostly saved on his serve (with some unreturned ones and Tabilo’s forehand error, for another) to save 3 match points. However, Roman’s additional forehand error created Tabilo’s latest match point, which was immediately converted thanks to an unreturned serve, allowing Tabilo to take the second set 7-6(6) and winning his fourth Challenger title, pulling a Lukas Klein since he had to undergo a qualifying round as a result of forgetting to sign up in time.

Lula puts Brazil economy back on the rails in first year of presidency

In the year since Brazil’s President Luiz Inacio Lula da Silva returned to office, he has overseen a reduction in Amazon deforestation and some wins on the economic front.
However, new environmental and fiscal challenges are looming for the 78-year-old leader of Latin America’s biggest economy.
The leftist veteran Lula narrowly won the presidency from his far-right predecessor Jair Bolsonaro in a bitter election that deeply divided Brazil, leaving him no honeymoon period at the start of his third term in office.
A week after he was sworn in, thousands of Bolsonaro supporters invaded government buildings in the capital in January 8 riots.
“Lula has to face more challenges than during previous mandates. He had no grace period and faced a hostile parliament” dominated by the right, said Andre Rosa, a political scientist at the University of Brasilia.
Nevertheless, he managed to push through significant social aid programmes and the economy has been doing better than expected.
“We are coming to the end of the year in a very good situation, I would say exceptional even, when we know the state in which we found the country,” Mr. Lula said after his final Cabinet meeting for 2023.

People working with the elderly and disabled within the private social services sector began a three-day strike action on Thursday, according to newspaper Helsingin Sanomat (HS).
The strike was prompted after negotiations with employers failed to reach an agreement regarding pay. The trade unions' aim is to close the pay gap between the private and public sectors, HS notes.
This round of industrial action will mostly affect private care homes in the regions of Uusimaa and Southwest Finland and include Esperi Care, Saga Care, Validia, Mehiläinen and Mainiokoti units.
Social services union Sote ry said in a release that all affected units have been notified, according to HS.
Niinistö meets Lula
Finnish President Sauli Niinistö is meeting with his Brazilian counterpart Luiz Inacio Lula da Silva in the South American country's capital Brasilia on Thursday, newspaper Ilkka-Pohjalainen (IP) reports.
The two heads of state will be discussing the current geopolitical climate, common global challenges, relevant regional issues as well as the overall relationship between Finland and Brazil, according to the paper.
The Brazillian president has caused somewhat of a stir with his recent comments about the ongoing Russian invasion of Ukraine, IP notes, particularly with his criticism over the United States' involvement in the conflict.
"Although my government condemns the violation of Ukraine's territorial sovereignty, we support a negotiated political solution to the conflict," Lula said in April.
Niinistö's official visit to Brazil will last two days.
Protected snakes
New nature protection legislation that entered into force on 1 June saw Finland's only venomous snake, the viper (Vipera berus), earn a special protected status, Tampere-based Aamulehti writes.
As a protected species, people are no longer permitted to kill vipers without reasonable cause, nor may they disturb the snakes in their natural habitats.
A clause in the updated Nature Protection Act does allow, however, for the removal of the animal from one's own property, Aamulehti notes, adding that if relocation efforts fail, people can still resort to killing the animal.
Although not classified as endangered, populations of the snake species have been declining in Finland due to habitat loss, traffic and slaughter.
